For me it's Disclosure. You don't get more 90s tech than VR. The difference is VR was integral to virtuosity's plot. It was absolutely pointless in disclosure, a movie about sexual harassment. And that sums up 90s tech and effects in movies to me. "...Too busy asking if we could, no one stopped to ask if they should."
